So What Does This Mean?

I have to take it to mean that George W. Bush either did not care if planes crashed into buildings or that he wanted them to. It sounds preposterous, but how else can you explain his dozy behaviour?

George W. Bush is just a pawn, a Ronald Reagan who just reads lines given to him by the real power brokers. No one provided him with a script and he was incapable of improvising. He was like a deer stuck in the headlights.
He was drunk, on drugs, had a hangover, or was suffering from severe sleep deprivation. His aides did not think him capable of any task more complex than reading a children’s story so they kept him in the dark.
