PAD Submission Sites with Minor Hassle

This list has an advantage over other similar lists on the web that are 90% deadwood in that I check the links each day. This catches sites disappearing or no longer accepting PADs. However, it will not catch sites that have turned into parking sites that pretend all URL (Uniform Resource Locator) requests are legitimate.
