jarsigner is the Sun JDK (Java Development Kit) 1.3/1.4 analog of signcode.

In 2003, Microsoft has changed the ways cab files are signed. You now use Microsoft signtool instead of signcode. I don’t know how compatible it is with the old way of Authenticode signing Java Applets.

You can no longer download the MS JVM (Java Virtual Machine). I think it is time the MS JVM and the Authenicode signing scheme were buried and forgotten. Ask your IE (Internet Explorer) users to install the Sun Java JRE.
