Once you set up an association beween the *.jar extension with the java.exe program, you can launch a java prgogram packed in a jar just by double clicking its icon or name in a directory listing. Follow the instructions here.

Similarly you can set up an association to make Java Web Start *.jnlp files launch with javaws.exe. Follow the instruction here.
