It is free. There is a pro corporate version with a few extra non-critical

visual edit mode renderings are far more accurate than Dreamweaver’s.

It sometimes converts your entities back to raw characters without you asking
It pays no attention if some other app updates a file you editing in
It tends to salt your text with unwanted

and annoying, since nearly always you want to replace the text in quotes.
